Updates to the page structure and style sheet were completed to correct a problem with the display of the site in non-MSIE browsers.

In conjunction to these changes, the site was converted to XHTML and Cold Fusion to take advantage of the dynamic capabilities of Cold Fusion and the standards strictness of XHTML.

Discovered a bug in MSIE 6 concerning style sheets. Occasionally, MSIE will cut off pages longer than the screen. This was a known bug encountered elsewhere as well. Added notice to index page for MSIE 6 users explaining how to get around the bug.
